My interpretation of all states regs are that a budgie does not require any form of licence in any state and as long as declared at check points, a budgie, as a pet can go anywhere in Australia except for quarantined areas by Australian Customs. These are usually fenced off areas with razor wire and guards! The only other area that may need clarification is National Parks, my budgie has visited a few and met a few Park Rangers without problems.
The other side of the coin is to train the budgie to go for the jugular if a uniformed person opens the cage! Okay, that was tongue in cheek!
