From what I can fathom from the various media reports, and some apparently 'informed' comment by 'interested' parties, this so-called "consultation" paper seems it will create a very cumbersome situation for all who want to camp - whether in caravan, camper or tent ... or for anyone who wants to allow 'campers/travellers' to stay on their property for any period of time.
Indeed, it would seem it must create a bureaucratic nightmare - cumbersome and expensive to administer and fraught with limitations on how to inspect every property application for compliance to the OH&S requirements and then the employment of staff to police and enforce - and to regularly audit continuing compliance.
Given the huge number of people that "travel and camp" throughout WA each year, it is mind-boggling to imagine the enormity of the volume of "applications to camp" that will be generated and require processing/approval.
Their ability to process these applications and turn them around in a time-frame that will sensibly be required, will almost be an impossibility to achieve.
Not to worry ... Tasmania doesn't get the pleasure of my company due to the horrendous cost of their ferry from the mainland ... so WA will never get to experience the wondrousness they are missing out on without the visitation of Rockylizard.

I signed and submitted a petition, put out by CMCA, regarding the idiocy of this proposal - a lot of people come over here from the Eastern States, with resultant fuel costs etc., so having cheap or free places to park up, safely, is a welcome. They won't come if they are forced into caravan parks all the time.

There are lots of side to this , And it depends which side you are on , So someone who is not on any side will have to make an informed decision which is best for the whole community .There people out there capable of doing so so hope they have one of those type doing so . But in the end some group will not like the decision .
I understand NSW is just about to start the same process so its likely to go national.
The prospector from Esperance in this story might be OK though as be would have a WA "miners right" certificate from the mine dept. a must have to prospect in WA which will allow him to camp out providing he is prospecting.
Yes that would be a good way to go apply for a mining lease , But if you want to free camp on the Gold Coast may be a bit harder to get a mining lease there . We have a friend who worked for a council and said controlling free camping is sometimes a nightmare and local Police do put pressure on them .

Thanks for your reply Moonraker, hmm, sounds like an unsubstantiated rumour to me, these stories seem to gain a life of their own on forums, scare tactics always seem to produce a rash of mass hysteria.
Even in WA I suspect the people primarily affected will be those who choose to set up camp in close proximity to towns, cant see the proposed changes having any great affect on those of us who spend most of our time exploring the outback.

My further investigation today has found that on 2nd of November the NSW dept of planning introduced a discussion paper that might look similar to what is going on in WA.

Regarding the WA miners rights. This is not a mining lease. Its a right to mine in WA you can not prospect without it but it does give you some rights which includes among others the right to camp while prospecting providing the land holder is informed and agrees. Dont know what you have over east but thats the case in WA.
