Don't know if illegal but mine is on all the time as it gives me a better view of vehicles behind me. You must still use mirrors that you can still see down full length of caravan.
Can give you another side to the story with what happened to mine.
The first one in my van was on all the time, reverse or forward, very handy but very static and in the end gave up altogether.
I got my son in law to put in a new one for me which I bought from Autobarn.
When he tried to take the old one out the camera in the rear window was so hot he couldn't undo the screws and was burning his hands. He said this is what happens with the ones that stay on all the time. Basically burnt out.
The one I replaced it with is only on when in reverse, I didn't know the difference at time of buying. That's just the way it turned out.
I have also been told should have the wired in one, not a wireless one, get better reception.
The one on my van is "Live" all the time when connected to the Tug and the one on the Tug is only in reverse. I still use my "Clear View" mirrors at all times.
I love to know where I have been as well as where I am going and both sides.
Edit...After reading HW's comment I thought I would add, mine are LED (look like that anyway)

Yes ours are from Safety Dave, reverse camera on ute and rear view on van. It is on all the time as I drive with my park lights on all the time. I have had ours now for 12 months and we live in our van full time so the rear view camera gets a good work out, still going strong.
The built in one in the Winnebago is only on in reverse. I wanted to be able to see the Suzuki that I tow behind so I mounted one that looks low at the hitch and another that looks over the car so that I can see vehicles behind me. My monitor which clips over the rear view mirror which was useless, enables me to switch between the two cameras.
ps I originally used wireless but came to my senses and ran a wire with now perfect pictures.

I can only comment that I installed a cheap wifi camera on the back of the van and ended up having to move the 'transmitter' to the drawbar (in a cheap weatherproof plastic box from Jaycar) in order to get a clear picture. It now works perfectly. I figured that it was a better option than running more cables across the hitch and through the car.

I too run mine through my 12 pin plug as I found the AV connector not suitable for multiple connect/disconnect. I have 1 camera facing tow ball working in reverse only and other on back of van working full time. Like others I have tried wireless with less than satisfactory results. Hard wired is the only way to go, 6 months old and $89 of ebay and still going strong.

I also have 2 camera's, one conventional on tug operates when in reverse. The other is a wireless type on rear of "van" that is actuated when the lights are on while mobile. The transmitter is mounted in the"van" front boot and gives excellent reception. Sometimes it picks up stray transmisions from other vehicles when stopped @ traffic lights.
