You can find all the info you need in a Camps book (the latest is Camps 8) - all camping stores and decent sized news agents have them - cost from about $60-85 depending on the physical size etc of the book), or for $8 you can go for wikicamps.
Wikicamps probably has the most comprehensive list of free and low cost camps, as well as caravan parks, dump points etc. You can download it as an App on your android or Apple device or onto Windows 8.1. You can get the whole thing on a 14 day free trial period. I use wikicamps almost exclusively now -
Both wikicamps and the Camps books will tell you if a 4x4 or 2wd vehicle is ok for each site
There are heaps of free campsites and overnighters in all the States (even QLD) including VIC
