Hello Rocket, I think the weight of the bottle will vary due to the varying thickness of the steel used by different manufacturers. Mine is made in Australia (as opposed to made in China) and is stamped at just over 7kg tare.
John.

Read the Tare Weight stamped on the bottle for the empty weight which, According to Elgas website, is 7.8-10.4kg. Then the weight of the gas is on top of that. 8.5 - 9Kg

At the bottle exchanges, they fill them to 8.5Kg, but if you can find somewhere that fills them (they have a very large tank to enable them to do this), they will fill them to the 9Kg. However, sometimes the prices they charge for this service equate to more on a per Kg basis than the exchange ones so you need to do your sums. Or, if like me on the odd occasion, you happen to need a refill from the only supplier within cooee, you can expect $39 for a 4Kg bottle. I bought one of the cheap gas camp stoves & some spare canisters - it soon paid for itself, as I could get by until I traveled to a more competitive area.
