We bought "bootees" in Longreach for our border collie Brodie.  They are made by RM Williams, for working dogs.  The ones we bought were leather lace up affairs, but you can also get them made out of neoprene, but not as user friendly as the leather ones.  However on a small dog, they may be more user friendly.  Try rural pet supplies before trying RMWilliams.
