from our experience - yes.
we have a Sevylor 360 Fish Hunter and wished to use a 20lb thrust electric motor and were told that it would cost us $110 annual rego for such. We also had to affix a HIN plate to the boat hull as well as the usual large rego numbers. I asked if I should nail or screw the HIN plate to the hull (tongue in cheek of course) only to be told it doesn't matter - DER! Go figure that one!
I did not proceed with purchasing the motor as I needed the rowing exercise.
We now have a 3.3 metre PortaBote with 4 HP 4 Stroke motor (some 12 times at least more powerful) and it only costs me around $40 annual rego - go figure!
Apparently it is based on the length of the craft.

I slowly realise as I get older that I am definitely NOT the fastest rat in the race.
Also the older I get the more I realise I do not know.
I bought a aluminum dinghy in SA and use an electric motor.
When tryig to register they told me there was no option on the form for electric motors.
If it does not have a horse power rating then it did not require registration or any numbers etc.
Not sure if it is still the same but I have had my dinghy for nearly four years and have not used often but have never been challenged.
It depends who you get I suppose to do your form.

Howdy Jay Dee,
currently the Port-a-bote is stored flat on the roof rack bag which contains all the bits and bobs, with the outboard on a swing out rack on the rear of the car. Working on a system to store the boat on the side of the roof rack to enable access to the roof rack bag for what ever and thus not have to unload the boat unless we wish to use it. Sorry I took so long to answer. Been busy with retirement
