John, you have just bought back memories of a council meeting I was at many moons back. I was in Management level in local Government for 25 years and had to attend Monthly meetings in the Council Chamber.

The Mayor at the time was a young bloke and had a fantastic sense of humour that he managed to sneak into the meetings from time to time, always made for a laugh at the time. I might add the CEO was never impressed. Many meetings got out of hand so one night the said Mayor got up out of his seat and handed a document to all councillors, staff and gallery. It was very similar to that one you have just posted. A good laugh all round, well not the CEO. I borrowed his idea, with his permission one day at one of my meetings with staff, one bloke got quite offended, poor little thing smile
