 man arrested in s/e vic because he was taking photos of 

up womens dresses   had to laugh when police took camera

and said none of the victims had been identified

I think it was at Fountain Gate SC . People noticed a backpack placed suspiciously where women / girls were standing and reported it.

I used to work in a department store and we had a man how used to come in with his lunch

and stand at the shoe department watching ladies trying on shoes use your imagination

and also at the bra department  they could not do anything about it as he was just having lunch
