There has to be a lot of investigation before any manufacturer will recall their product. When the evidence overwhelms them or there is a death or two they opt for a voluntary recall before the government body or courts orders a recall. With recalls that stretch over a long period they hope it has failed or worn out and the buyer has binned it and put it down to bad luck
