On Myrtle at the front on the bullbar is a strip of plumbers piping? with screw caps on the ends. I find I don't have anything to store in it.
Today I saw on a friends van a neat tool box shape in the same place. It sat behind the top of the spare tyre and was still the length of the pipe on mine.
I thought it what a great idea. I might do that as it would fit quite a lot including my folding table and chair.
Can anyone tell me if it is allowed, when I mentioned it to my daughter she said new additions on the front of vehicles might not be legal as laws have changed since mine or friends were put together.

Sorry Marj. I wasn't thinking about the toolbox. More about the space itself. I'll still have a good look at that area tomorrow. You never know, I might come up with something use-ful. [ For me, I mean.]
Think I'll have a hard look at the rear door while I'm at it. You've got me thinking now.

That's an idea Marj. The Moon Chair might even fit there, as long as it doesn't block the Radiator. Will have to have a good look at the front tomorrow.

Would have been probably about a foot square with a sloping back to go to the shape of the front of the van and well above the radiator.
G'day Happy Wanderer. I don't know which state you're in so I'll give you the Vic run down. (May be totally useless for you). In Vic you may have a front or rear projection of up to 300mm from the furthest extremity (standard bumper, not some other add on) of the vehicle. (This is how the extra big bull bars with power winches in them are allowed). However there are some further restrictions. It may not be a 'Sharp Projection'. In other words all edges/corners must be rounded to a 50mm curve (or quarter thereof) This is why bullbars etc in Vic are constructed of (generally) tubular or rounded steel/material and ADRs are also on board with this. This is to stop the 'cutting' type effect in the event of collision (particularly with recalcitrant pedestrians/geriatrics/cyclists/sharks etc.). Also (as Sheba eruditely pointed out) don't block your radiator or airflow inlets. Further restrictions include (but not limited to);
Any clearance lamps (parkers) headlamps or indicators must not be impeded (not even a partial obstruction of the beam or it's angle of light)
Same at the rear with stop/clearance/identifying number (plates) lamps.
Must not be above the lower edge of the front windscreen
If it impedes (even partially) the rear visibility then a passenger mirror must be fitted (even older commercially designed vehicles usually have one anyway)
No obstruction of the identifying plates which must be visible to a casual standing observer (available from handy casual observer shop) such observer being able to see the plate by natural light (or fitted lamp) at a distance of up to 5 metres and up to 45 degrees either side of centre.
Any additions such as bullbars, storage boxes etc must also be securely attached and become the 'extreme' front and 'extreme' rear of the vehicle (if past the standard bumper where fitted). This means that any signs, P Plates etc must now be attached at this point. (However no one seems to worry about the position of P Plates in this State and you can even buy ones to go on top or in the rear window even though technically illegal).
Relatively new legislation for bullbars has been passed requiring 'new' bullbars to be angled back toward the vehicle as apparently there is a 50% greater chance for injury to to pedestrians/cyclists/geriatrics/sharks. (Lord knows who works these 'statistics' out, or how they determine whether the injury is from the bullbar or the driving style/other factors.)
Looking at your photo, I can't tell how far your bull bar protrudes or whether there's a bumper or not. There may be sufficient room B/T the front panel and the bar to fit your storage box. Even if behind the bullbar, the afore mentioned restrictions still apply.
I had a quick word with some ex colleagues and also a quick look on the VicRoads website. It seems that Bullbars and other projections are rather unpopular (not illegal) at the moment. Apparently some crowd or another is 'jumping up and down' about them and VicRoads are advising not to fit such things unless absolutely necessary. Looks like I'm an awfully unpopular fella.

It would sit behind the front bullbar which has a spare wheel in front of said bullbar as well.
There is already the plumbers pipe in the same spot. All it would be doing would be replacing it with something larger but not wider.
Any extra largeness would lean back towards the van and still be well under the bottom of the windscreen.
