G'day Peter. If you are self contained then the neat green grassed area at Kingston is free and is located at the jetty.Has conveniences nearby. Another very busy spot in the holidays is at 'The Granites' North of Beachport.
Recenty Beth and friends were at Robe, Beachport and later travelled around coastline in Victoria, so might be an idea to contact her...am sure she will be full of good information..cheers.
Black C.o.c.k.atoo Bush Camp 11 km North of Naracoorte has no fishing,but has Solar showers and toilet facility, plus a billabong/lake with Yabbies and possibly some hard to catch fish. $7.50 a night.

In kingston, at the opposite end of town on Marine parade is a free camp too but you must be self sefficient. It is right next to the wyomi store and they serve some lovely ice cream there. It's quieter then the jetty but either spot is beautifule.

Many years ago we spent some time near Nelson (Vic) in the National Park that straddles the Glenelg River. Good camps and certainly fits your criteria, unless you travel with a dog.
My neighbour has gone on a trip with my camps book so cannot look up where we camped.
