We use blogger, put up a new post a couple of days ago and was able to go into the dashboard quite fine just now. We use IE9.
My main issue with the new interface is that you can't put photos up next to each other, I used to be able to put up several photos together at the beginning of a para, now they will only stack on top of each other. Sent a comment on their 'contact us' button but of course it was completely ignored.
This may help, upload your first pic then keep the Shift key down when you upload all the other pics.
another thing to try is: when the upload option comes up hold down your Ctrl and select every picture you want to upload.

milo, you will need to contact the people who run the blogger site, I don't mean your blogger page but the people that own the server that you blog to.

I use Blogspot.com, which I believe is blogger.com under a different guise. A few hints - try using a different browser to open your blog (Firefox, IE, Opera, Chrome, etc). If this doesn't work, try opening any public blog then 'login' to your own. If this doesn't work, get in touch with your blogger supply company, click on 'Forgot Password" and ask for a new password to be sent to your (previously registered) email address. Use this new password to try getting on to the blog.
As for uploading photos, I too have problems. What I do now is after writing the blog, I upload photos at the end. Then, click on each photo, and change to 'small'. Then highlight each photo individually, hold and drag to the required position. If possible, don't try to pass one photo over another - it works, but is time consuming and tricky. Once in position. click on the photo and change to small, medium or large and left, centre or right justification.
You might like to look at my site austadventures.blogspot.com. If it doesn't come up, try adding ".au" at the end. For some strange reason, this is sometimes necessary, as is adding ".nz" in my own country. Yep, we're Kiwis, gone home for medical reasons. But beware - we'll be back!
