Current GPS lets me know when I am 1Km over the max speed limit for a particular road I am on, its a 20year old NAVIG8R brand, similar to the discontinued Navman 130M I think. Looked at some of the Garmins eg the Drive 53, and with over the speed limit, I understand, The GPS just puts a red light on the screen, I want a verbal notification.
Looking at making a purchase on Black Friday, would appreciate your input on a suitable GPS.
I believe the current NAVIG8R GPS which I will transfer from our runabout Yaris to our less used Landcruiser has saved me countless speeding tickets. 2 prior NAVIG8R's have died with battery problems and software glitches.

Hema has that, you can set it to exact speed or above. They also have camps 11 build in plus off-road. Just had my HN7 upgraded.

If you Google GPS Navigation with voice comment youll find there are quite a few.
When I was involved with boats (not that long ago) Garmin were also recognised as being the best for Navigation.

The only sound (voice) from my current GPS is "You are over the Speed Limit". ( unless I am getting direction to go somewhere). Am not into looking at the GPS for colours/info
Garmin Drive 53 and Garmin Smart Drive 66, just give Tones.... as do probably all Garmins
eg:
Schools
The device plays a tone and displays the speed limit (if available) for an upcoming school or school zone.
Speed limit exceeded
The device displays a red border on the speed limit icon when you exceed the posted speed limit for the current road. (And gives a Tone, according to the specs)
Speed limit reduced
The device plays a tone and displays the upcoming speed limit so you can be prepared to adjust your speed.

I have garmins, they beep at you if you are going over the limit, you don't have to look at it to know. I never look at mine.
