Not new device WAWT, it is basically the more familiar "Figure 8" descender with horns attached - to hinder belaying cord slipping over top loop. Professional arborists rarely use them and use a "Munter Hitch"instead - a clove hitch around a carabiner.
Spelean Pty Ltd Petzl PIRANA Descender . It can jam your rope whilst under a waterfall, or indeed underwater. You could drown.
