Craig, What is reason for the (tap?) on top of "Jap Battery Power" ballast?

That so called float with the tap could be an old carbide gas light with the light shown in pic one.

My initial thought as well although Craig whose family were in the game described it as Battery.

A small 12v battery sat in the bottom. The " tap " screwed down the gasket to make sure it was waterproof. The Japanese long line fishermen used these on Tassie West Coast in 1960's, locals often found assorted gear that had come loose. I think they still do night fishing.
The light still worked when I tested it 12 months ago.

Yes, I agree with Craig 1, a closer look seems to indicate a battery type of implement with an electric light atop the float.
