I think you will find it is for making strips of leather for Reigns, Circingles, belts and such by Saddlers. Leather is drawn though to cut in parallel strips.

Thanks everyone, dad used to make stock whips and harnesses, now I know, I should have taken more interest in the old days.
I found this in my fathers shed after he passed away and I am puzzled as to what it is used for.
The blade and most other parts are adjustable, it has masking tape that has been put on the handle that is hard to remove.
One of you old blokes might be able to identify it, I am only 70 so it might be before my time.
