My interpretation, of the paragraph you have put up, (which may be wrong), is that they are telling it like it is, and doing their best, to train themselves for it
We know that some countries had or have, biological weapons of war We know from historical records, that some rouge leaders, and even potential rogue leaders, were/are willing to use, whatever weapons they can get hold of We know in the present day, that a so called martyr, would not worry if he was carrying a bomb, or deadly diseases, as their sole aim, would be to run at us, to kill us
I looked hard at a paragraph on page 20, (snip below), as this what appears (to me), to have happened so far, in our present pandemic crises
Perhaps the W.H.O. had got a few things right

Tony , the report was released in September 2019 , and they had two training simulations , one with a lethal respiratory pathogen , where was it released , in China ? cheers

I read nothing in the fact that W.H.O had two training simulations , one with a lethal respiratory pathogen
I have read enough about scientist saying, that they can tell the difference between an animal, and man made virus
I follow the science, that says Covid-19 was not man made
United Nation , I found this in their report page 39
The United Nations (including WHO) conducts at least two systemwide training and simulation exercises ,
including one covering the deliberate release of a lethal respiratory pathogen.
I like to know what that all means ? Cheers
