Nice Blog! To answer the question, I think it's where the roadside fences stop. ie no longer pastoral or agricultural.

I have seen the sign at Silverton, saying it is the original outback
There must be more than one black stump
I have seen in a roadside toilet stop, not sure exactly where, as I was on a back road from Tamworth to Canberra
There was a plaque proclaiming that (in years past), there was a farm named black stump, therefore this area was beyond the black stump

Dunno where the outback starts or finishes, but I reckon I know when I'm there. No fences.
If the outback hasn't started by Broken Hill, it's definitely underway by Silverton, 22 short kilometres down the track.
