I think it may be to stop turning a social event, into an alcoholic attraction event, and attracting the wrong crowd
I have been to many (more than one hour), happy hours, while amongst friends, and have never seen anyone rolling drunk
On the other hand, I have walked through areas, and cleaned up bottles and cans, which were probably dropped, by hardened party goers, while in a more than happy state
