I know quite a lot of Strayan ladies who prepare the loo seat exactly like that - BEFORE they perch their delicate botty on a sometimes dirty/germy seat.
Each of those I know definitely have a 'nationality' ... of European descent. I think we refer to them as 'generic Caucasian'.
Although, the ladies I am aware of usually put the 'toilet paper seat' in the loo and then flush.

The disturbing thing is disposable seat protection leafs are readily available - Some people are just grubs - they need to be sentenced to six months community service cleaning public toilets.

Gday...
Am I missing something here?
The paper seems to be quite clean - no obvious evidence of 'soil'.
All it needs is to be 'slid' into the loo - use another bit of loo paper on ya lil handie and orf ya go.
Sorry - fail to see how this is an issue ......................... jest tissue
Cheers - John

Now if there was filth on the seat I would understand your torment but to have a go at a supposed foreigner it's a bit rich.

How do you know it was the "foreigner " that was the culprit.
Might have been like that when he/she/it went in before you!

I was standing near public conveniences north of Cairns Queensland and a small group of Japanese tourists were standing not far away, a very young Japanese boy ran from the convenience calling out to his family: "there was a bloody green frog in there".

In the 2006 Census 30,778 Japanese-born residents were counted in Australia. This number excludes Australian-born persons of Japanese ancestry, and Japanese in Australia as overseas visitors (and would include non-Japanese born in Japan). Of this number 24,373 spoke Japanese at home, and 40,968 declared Japanese ancestry (including those who claimed other ancestries).[5]Sydneyhad the largest population of Japanese born (10,020), followed byMelbourne(5,287),Brisbane(3,300) and theGold Coast(3,148).
