I understand how many feel that fog lights, when on and it's not foggy, are 'dazzling'.
This diagram shows that fog lights are low, wide spread beams that do not even have the distance or height of low beam.
I think psychologically we all see them on, as 'extra' and 'unnecessary' lights, and therefore think they are bright/glaring/dazzling.
Front fog lights are designed to better illuminate the road in fog, snowfall, rainstorms or dust clouds. They can be recognised by the low, narrow vertical pattern (and wide lateral spread) of light emitted.

That's all well and good John, but the law, in WA at least, states that you are not permitted to have your fog lights on with any other lights of more than 7 watts and the conditions must be such that they need to be used for their intended purpose. This means having them on with anything more than park lights is illegal. I think you will find similar legislation in other states.
I for one find many of them very dazzling when used in combination with headlights.

John, your diagrams illustrate how the good aftermarket lights light up the road. The big problem is that the fog lights on most of the modern cars do not conform to your diagram. There is no standard that they have to conform to so they are only cheap lights that dazzle people. That is why the law bans them when there is no fog present.
