Some drivers blamed two roadworkers for telling them to continue on but slowly. Then they drove into floods. I'd suggest the water rose faster than the workers knew.

When vicroads installed those wire barriers they caused a real problem as you can't actually get off the road for kilometres, emergency services can't access crash sites and vehicle can't turn around or be diverted so once you are on one of those sections it is too late.
