The truth is if I saw this sort of thing happening here in Australia I would be shocked if I saw it while I was living in places like Mozambique or India I probably wouldnt have taken that much notice. I find that you become complacent when living in 3rd world countries and you start to accept that this is just the way that they do things here - really there isnt a real lot that you can do to change it even if you wanted to.

If it holds the weight, then everything should be fine
If he is not going up or down hill, then everything should be fine
If his brakes are in good repair, then everything should be fine
The only problem I can see is, if he gets brake fade, and uses his feet to slow down

I think that his Jeep must have broken down and he just needed to pop down the road and quickly grab some more fuel for his generator

Sorry to spoil the fun, but to me, he's just filling a drum in my opinion. Can't see a motor at all.
That drum looks a bit old. Imagine it springing a slow leak & someone throws a cigarette butt out the window onto the fuel trail.
