Bessie Windsor is Queen Elizabeth but Phil the Greek is Prince Phillip, not Duke. He is the Duke of Edinburgh.

When a male holds the throne, he is king, and his wife is the queen consort.....not entitled to reign.
When a female holds the throne, she is Queen in her own right, and her husband is her consort with whatever title they choose to give him.....usually NEVER king, just in case he decides he want to take over.
The exception was at the end of the Stuart dynasty, James 2nd's daughter took the throne in a co-regency with her husband William.
