I am getting my ATM changed and the engineer has requested I get a blank Compliance plate which I think I need to get updated and he will do the paper work.
Does it need to be engraved or can you use a permanent marker?

Stamped, embossed or engraved as the plate is supposed to be readable after a fire up to a certain magnitude. I am therefore assuming these new plastic stickers are fireproof to the same extent.

How about scratched on - badly - by hand? If nothing else it looks very unprofessional.
Most caravan spare shops sell the blank plates. I got mine from Camac. There re 2 types. A smaller one for trailers and a larger one for caravans
