This is true, absolutely true. During my term working for local government, we employed a supervisor, who seemed a bit lazy and different, basicly like the rest. I noted that he was supplying our director with copied CD's, apparently this guy had a copying setup to do hundreds mass production. I thought how stupid this Director was to accept these CD's, don't know who else in the upper levels were taking these.
Anyhow this director became the CEO of the council, so if this supervisor wanted to use his lever what could have become of it. Anyhow we in the vehicle workshop got a call from the police, to pick up one of our vehicles backed at the back of this place. The vehicle was allocated to the supervisor, who had had a heart attack and was on the way to hospital, he did not make it.
This place was a brothel, and he was spending much of his council time there, with nobody noticing. He passed on being serviced by his lady friend. All hush up of course, nobody else heard about it. So if that goes on in local government, what on earth goes on at higher levels.
The mind boggles.

Take the Fraser Coast Regional Council. The mayor has been charged by the CMC. Crime and Misconduct Commission............. Still in the job and still drawing his salary and expenses.

While working at the council, us Commoners (as royalty says it) used to joke about how if those above got promoted if the made a huge mistake, budget for example.
You wouldn't believe the number of absolutely fruitless meetings that go on.

promotions are based on ability do a good job you get promoted you keep getting promoted till you get beyond your ability a make a real mess of it that is where you stay or at best get shifted side ways still beyond your ability
if you haven't got a clue call a meeting someone might have an idea that you can use an claim as your own
