Plenty of spots along the river to camp, so suggest getting a copy of the Camps 9 book, or signing up for Wiki Camps.
Get the copy of Camps 9 with the photos and you will get a good idea of what the camps look like, and if they suit you. Wiki often has pictures to assist you choose.
Some but not all will have toilets or other amenities, and those that do will be popular.

The trotting/harness racing track at Nyah will meet your requirements nicely, nice river setting, toilets etc, closer to Swan hill than Mildura.

We always stop in the Apex caravan park which is right next to the river, lovely and quiet except when the the paddle steamer trundles past !!
Not free but i thought with all the amenities (power/water/toilets/ dump point) is very reasonable.

Murray River campsites are quite boggy at this time of the year due to slippery grey clay. Haven't seen one with dunnies except for the popular Nyah Trotting Track which is popular with
the rusty Coaster bus waiting for pension day, hanging the washing from tree to tree brigade. A pleasant place to stay for a while.

As i said not free !!!
But for peace of mind, and being cheap, i thought i would put that up for consideration .

can get wet if rain comes.
Yep, another good one, plenty in the area, as others have said, keep an eye on the weather.
