I see from the plate that the wheels will carry 3,000 kg but the GTM is only 2124 kg. The axle will thus allow you to carry more weight than 2124 kg on the axle even though the manufacturer says you may not carry more. Caravans produced in1998 were fairly well built so I reckon you could have the ATM and GTM increased considerably. It's just a matter of taking your van to a certifying engineer and get him to asses the situation. I suggest it is no good going to Regent in your case and asking them, the company is not the same Regent mob that built the van, they may not have records from the previous company.

About $1200 I believe.
I upgraded my Roadstar on 3 ton Symplicity susp from 2.6 ton rating to 3 ton.
I'd try the Factory just in case.
The new owners of Roatstar did mine, as Simplicity comes in fixed rating units
Depending on drum size and rocker arm dia, basically.
A complete unit that the van chassis sits on, welded to.
They can only say no.

I would check the GTM on the plate on the chassis (put on by the chassis manufacturer) eg it could be 2700Kg, in which case I think an engineer in SA ( if you area SA resident)could upgrade your ATM to 2700 + (10% of 2700) for a total of 2970Kg all other checks being met eg tyres, wheels, bearings, springs, brakes, axle and chassis and your tug being capable and legal of towing 2970 with 297kg on the towball.
