Maybe try Lakeview in Mann Street . We've stayed there a number of times and found it ok.
Just ask to look at the site as some are not all that level. The one in town can be quite noisy as it's on the highway.
Penrose in Silverton is another option it has power but no water, showers toilets ect.

Another vote for Broken Hill Tourist Park. We visit Broken Hill regularly and always stay there - with dog.
They have ensuite sites, as well as ordinary sites of all sizes.

The Race Course is well set up and no further from the attractions. $25.00 per night powered and a lot more room than the caravan parks.

Just be careful with the Racecourse that its not wet or going to rain - its floods badly at the entrance to the parking area - park up near the track "finishing" post. Your also need to be away that many of the sites have no water and also only have 10amp power plugs - so your standard caravan leads wont work. Shower facilities are very limited, but if you have a walk around you will find fairly new and clean toilet blocks rather than the grotty old concrete ones that need to be knocked down. Fun in the morning to watch the horses being exercised
