We registered our dog in NSW, it was a one fee of $20.00 for the lifetime registration. Queensland and other states I believe are annual. Not sure how you'd go not being a NSW resident but there's allways ways around some things like using a friends address.

We register wherever we are (can be costly) if staying 3 months or more. Also have them registered with Australian Animal Registry (done when they were chipped as pups). They have tags with their names & our phone number on it too.

Everyone has a home base as such, where is your van registered use that address. Can't speak for all states but W.A you can register for life, my local gov "Shire of Gosnells $100.0". Also you should be able to do this on line or get a relative to do. Do I see another money making idea as well as mail forwarding.
