Holely cow, I would report that to the management of the c/p and if found that you had wasted your time show the photos to the local council by laws officer as a community service. Total wrong and a death trap just waiting to happen.
Some people do not have any idear about electical wiring and would rely on 'if it works all good'.

I would quietly make sure no one was home on CPAP machine etc and remove the cord and dispose of it OR simply unplug source end and cut male plug off. Too easy - problem solved. I would take any consequences on the chin.

Sorry for being politically correct Phil but what is a CB lockout and what does OTR mean?
To my uneducated brain CB means CB radio and OTR means On The Road.....but I guess they're wrong.
