No, I have done some research and it is a Tempering valve built into the mixer tap
The supplier is in York UK, I found a replacement tap on eBay which appears to be cheaper
than a new Cartridge Kit http://www.ebay.com.au/itm/182004892986?euid=0c361a73c6f340409cabfb007220316e&cp=1&exe=11480&ext=28003&sojTags=exe=exe,ext=ext
It has two little grub screws on one side and when you undo those the whole tap comes away of the wall, so it will only take minutes to replace it
A little crazy to fit a tap into a caravan that has no spare parts for it in Australia, the Van is only 30 months old I guess
From a Plumbers point of view its a really good idea the way its designed as you can swap the tap over within minutes, however none in Australia!!!!!

Never seen one like it Chris, strange device really.
I hope by changing it over it fixes the problem for your cousin.

We have the same model van - only ours is 3 years old. Never had any trouble so far. You push the red button to be able to turn the mixer (top part) further anti clockwise to get hotter water. The bottom tap controls the volume of water. I had a look under my van and there is a tempering valve under it.
Do you have any issues with volume of hot water from the wash basin or in the kitchen sink?

No problems with the KS or the Basin, The mixer in the shower is now off the shower wall
and there is good flow through the disconnected hot and cold lines, so the problem is the mixer tap
We have not been able to source any repair kit however have ordered a new tap from the UK about 110.00 au
Non of the ebay dealers would post to here so we have another relative in York and they are arranging the postage
I would suggest if anyone has one of these taps to buy a spare while they are available, they take only minutes to remove and swap over

Inside the metal bendable bit (don't know what else to call it) that is attached to your shower head, there is a probably a plastic tube. This is very prone to kinking and squashing that may restrict water flow

My Cousins own this Van and are having trouble getting more than a dribble of water through the mixer in the shower
It may have have a tempering valve built into the mixer, not sure as I am not with the Van at this time
