Before Christmas my son bought me a new $15 cover for my Tablet on the internet on Flea Bay. It was due to arrive in Australia somewhere around the 10th January. As it had not arrived I sent a message to the seller who then asked me to confirm the address which I did.
I thought you might be interested in the next reply. The item was purchased from the UK not China.

Did your son pay by 'paypal' . If you find that your purchese was not delivered or lost, paypal if the first port of call. I think you can contact them through E bay or through your pay pal account.

I would be inclinded to send copies of the correspondence to eBay and PayPal.
I think they would be intereted in the attitude of the responder concerned.
As for the web site being in the UK the 'general' use of the English language would make me suspect.

To be honest I really think you received a 'generic' reply to the non-delivery and the mention of an "investigator" is part of the standard line of response. They will hope you give up then offer 1/2 the cost as compensation in refund.....this is what happened to me and I let it drag on too long as by then I'd gone past the Ebay guarantees so I just gave up.
I'd cancel the payment through Paypal.

I agree with Hako and Troopy - the reply wasn't intended to be threatening, but its just a pro-forma type reply they send to all of their customers who complain they haven't received their goods.
When commercial sellers in the UK do make a claim against the postal service, it may well be that sometimes they will investigate - I would guess when the claim is of high value or the seller/buyer has a history of making compensation claims.
But if they indeed have an international investigation service I would love such a job (who do I apply to) and I believe the Govt recently sold them off to a private operation - sounds like a right royal problem lol
