But this doesn't really give a explanation for the signage;
JC.
Sorry to hear of your disappointment in regards to RV parking. This signage excluding caravans and camping in some places does at times create frustration to visitors. We do however have several other places that all are welcome to stay, like Plushs Bend and Lyrup. Other beautiful free camp areas also exist on the River banks outside town. If you travel through again and are looking for some nice areas to camp please gives a call and I will personally show you to them. On top of this we do operate a very friendly VIC 7 days a week, offer a free dump point and fresh water. We are currently assessing all our signage throughout the town and upgrading the info to assist all travellers and guide RVs to off and on street parking, caravan parks and dump points. Additionally if you need to stay in an excluded area contact the council General Inspector and Im sure he will OK your stay.
We are in Killarney Ireland and what a beautiful part of the world it is.Home soon.

Hey JC. A pretty prompt reply and a personal tour to boot - maybe his wife might even knock up a free home cooked roast at their place lol.
But seriously, at least you got a reply - most shires and councils (Broome being near the top of the list) don't even bother to reply

I think we should all consider following JC's approach, it's a simple process to email local councils and I think much more effective than a phone call. By emailing councils and probably addressing your email to The mayor will get best results and you have a copy of what has been said. This sort of approach will benefit all grey nomads and many others.
Congratulations Jim well done.

Ditto Aussietraveller and what better way to inform the council of what we do like in their area too perhaps if we sent an email to the relevant council about the positive experience we had at their camping spots they would find it easier to justify spending money on improvements .
I bet they don't get many complementary emails, so let's start sending positive emails to councils, not just to fellow nomads on here, and see what the response time and comments are, I dare you fellow GNs be the first to try this and let's see the results.

And did he explain why they differentiate between caravans and motorhomes at some camping spots?
