Hi, I don't know of any in the Port Douglas area they are very strict with on the spot fines, (nothing cheap in Port Douglas)
Cooktown has a very good self contained free camping area just off the main street (west side) about half way along.
The Cooktown Orchid Travellers Park is not flash but reasonable priced opposite the top Pub

At Cooktown you register at the info centre first. Worth a visit anyway as it has a great walk through botanical garden as well at the info centre. And yes, no grey water tank and the ranger will push you out. Also, dont walk along the park near the mangroves early or late in the day without insect repellant. I itched for three days. Cheers Phil
