My cousin as the police juvenile officer up here about 30 years ago. Some of the stories he told me beggar belief, 3 year olds out at 3am with big brothers is just one example.
He would take kids home and some parents were truly horrified that this was happening. Others didn't give a damn.
Don't always blame the parents the little buggers just wait for them to go to sleep and sneak out. The parents are non the wiser until the cops come calling.

Maybe if the Cops were to shove the little Perishers into a Holding Pen until day light, it might teach them to stay home.
