Any ideas why the 2 solar controllers and an independant volt meter read 14v +, but the hydrometer reads 12.00 in the red and telling me to recharge

Belive the hydrometer, its flat. For the battery to be taking a charge there must also be some current flow. Theres probably a poor conection betwean the battery & regulator. Check the voltage at the battery post & see what you get.

Hydrometer readings need to be taken from EACH cell. Pure water is 1.0.
You may find one cell is dead or an instrument problem if the battery is delivering power OK.

Agree with above, take a reading of each cell and see if there are any significant differences. It may be time for a new battery.
A fully charged LA cell SG should be around 1380. From memory.
