Hi I travelled in 2006 free camping for 8 months, and about to semi retire with off road rig, I have read the complaints in regards to CP costs.
Maybe an alternative could be a web site where pensioners, single mums or just anyone that can use an extra $10 - $15 a day, advertise parking space at there homes
nightly weekly or whatever, no fear of these people getting extra income the world has too many rules anyway, and there could not afford to police it, thoughts?????????

So would council regulations (see http://thegreynomads.activeboard.com/t60002908/another-bundaberg-regional-council-rule/) and if they're on a benefit I bet Centrelink would be very interested.
