Not enough info. What's being towed, where and how? A lead foot will obviously have a higher fuel consumption than a "light" foot and going uphill will consume more fuel than when on the flat or going downhill. Lastly, the physical size of a van bears little resemblance to its actual weight and that will drastically influence the fuel economy.
Perhaps a check is in order before pursuing this further.
