He probably figured it took a long long time to grow to that size, so it would probably take a long time to fall. (a he would just roll out of the way)

True. There is no "Hand tool in use" sign, which would be of great concern to W'place Health and Safety.
Marginal on whether exterior scaffolding would be required. The inspector would have to phone his head office, whereupon a dozen and more managers could meet monthly to review and decide. Decide to bat it up higher for advice, that is.
....waiting for an ex-bureaucrat to declare that a site clean-up would be the first priority.
