I downloaded a program from the public domain, to compress pictures. Biggest mistake ever.
Every time I move the cursor to the scroll bar I get a pop up, every time I click the mouse, a pop up.
I have tried a number of these free programs only to find viruses or trojans...
I use google chrome browser with windows 7 OS
HELP!!!!!

Usually when you download a program and do the recommended install, you'll get a lot of associated crap that goes with it. It is better to do a Custom install. You are usually given the choice of recommended or custom install. With a Custom install, you can select any extras you might want or not want. Suggest you go into Control Panel, select Uninstall a Program, and a list of programs will appear. Check thru them and see if there are any programs there that you do not want or didn't know you had. Then uninstall them. Even if you have Pop Ups blocked on Google Chrome, these programs have a way of overriding your selection. What I have given you is just a simple solution, it could be more involved, which means you'll need more advice..

Download then run Malwarebytes free edition, you have inadvertently downloaded a a toolbar virus, easily done, not destructive but very annoying.
Or do a google on symptoms you have and follow removal instructions.

Phill open up the task manager and see what the Pop up is Called.. some of them CAN NOT be gotten rid of via Any programs and need to be dismantled to remove them...
- Need to delete them via the uninstall and then make sure you remove them via the register editor.. [ Regedit ]
find out the name of the program pop-up and do a search for it..
they can be a Pain in the behind..

Just a note Phil When you get pop ups using a Browser (IE, Firefox, etc) they are usually addons as Big Gorilla stated and can be removed by the addon section of your browser options. However in your case - this is not it. BG is spot on however - not to many "normal" users know of - or know how to, edit the registry properly (ie like make a backup 1st of the registry)
So - If you get a popup when you simply move the mouse on your desktop - or - click an Icon on your Desktop then this is nothing to do with Internet or ANTIVIRUS OR MAILWARE - its an installed program which is attached to Explorer.exe - main EXE that runs Windows (not to be confused with Internet Explorer (Iexplorer.exe) like Firefox.) There is no Antivirus ever designed or setup nor is there any Malware that removes these java script attachments - like from within a EXE file. Thts not their purpose.
So sorry to disappoint those suggesting Antivirus - Malware - Adblockers etc etc etc.....
If I may make a suggestion You can follow BGs + SNOW T advice and when you see the popup on the screen Do a Ctrl+ALT+Del once - similtaniously See which program/service is running in the TASK SCREEN to help identify which one your looking for. Then you will have a fair idea which program it is - that needs to be addressed.
To make it simplier - if you were to download CCLEANER and install. You can also use this to First - Cleanup your System of Files of Unwanted or hidden scripts - addons even some trojans in the temp / and user "other locations". Second - You can use CC to go to the startup menu (where these are loaded) and clean out or least Disable these and or Unwanted programs from ever starting, Third - You can use CC once you have removed the undesirable programs - to clean up your registry of unwanted line errors - unassociated scripts unused, in operative programs - lines / code still remaining in your system from previously uninstalled files or programs.
Oh just by the way - not to be negative to all the helpful adivice - But Programs that people suggest they have used for years are very soon outdated and "got around quickly".
I see users everyday that stick with a program they have used for years - thinking that this gives them confidence. Unfortunately this is untrue. That's what keeps me in business....Otherwise "why walk through my door to get it fixed?

Some of these can be easy to stop some can be a real PITA, I have spent hours at times removing these from people's computers. And as it has been stated you have to do a custom install and deselect the crap.
Just recently me with all my wisdom put a free program on a mates computer that I have put on numerous computers without a problem. It never had any crap associated with it prior, Not this time I loaded a heap of crap on his computer and I thought WTF have I done, 3 hours later I had removed all traces of it.
I wasn't so smart after all, Seeing I lecture other people about not just clicking next, next next when installing free stuff. We live and learn.
To the OP if you are in the Hunter Valley area NSW I'm happy to look at it for free. PS I promise not to install anything

Popups are gone!!!!
I changed my browser back to IE11 (as much as I dislike MS) and cleaned up with ccleaneer.
I also found out google chrome attracts adds so its in the bin.

You certainly have a malware infection. I suggest you download / install 'Hitman Pro' or 'Malware Bytes". They are both free to download and for casual use. I have had great success with these even with really nasty infections.
