In Microsoft based computers - Look for the "Paint" program
It's a basic picture editing program on all microsoft based pc's
Just load your photo, edit it and save.
To put into a forum thread just add the attachment in "Advanced editor" or you can save the photo into a "public" folder in a program like "Dropbox" on the web and insert the "URL" into the thread to get the impact of the photo showing without clicking anything.
It's easy...honest

Why would you want to draw on a photograph? I used to smack my kids for that when they were younger... oops.. i meant to say.. speak to them sternly

You can also use a free program called photofiltre and make whatever changes you like then SAVE AS and rename the pic by putting an "A" or whatever after the original name...
that way your original pic stays intact and you have a new one as well..
