Looks to be a great place to visit, I notice this Nullabor link says the local council does not encourage camping but does not say you can't stay there. See;
Camps 7 book site 559 says toilets, water, dogs ok, big rig, bbq etc, ok for big rigs, caravans and motorhomes, tents etc. Coin fee donation required to camp overnight. 15kms N/E from Minnappa on dirt road.
Doesn't show any internet coverage, however Minnipa (Camps 557) Apex Park has 24hr overnight and mobile coverage etc.

you can drive right around the rock - camp and basic toilet on the other side also. Unfortunately I stopped on top of millions of tiny ants in an area a short walk to the toilet area so had to shift a bit. I would take my own water I think.

A great spot - we had a couple of days there last winter and enjoyed it thoroughly - we had our own water, so can't say about the water tank - is a great spot to take photos from, and the rock is very easy to climb - the road going in is one way - to the left - and near the campground there it is a very easy slope to climb - great views, interesting things like the water holes on top and around towards one end there is a little garden in a sort of gully in the rock - very pretty when we were there.
