Well with the colours on his shoulder I would say he is tied up in racing. I've had a look and haven't found him, if no one else gets it I will try again later but he is definitely not Gai Waterhouse

I'm glad you solved that one terriwa I was banging my head trying to solve it I did find the younger version of Roy Higgins but I wasn't able to match up to the older version. Your man is Errol Flynne.
