welcome up to your interpretation this from queensland government web site , the coaster may not be fitted with more than 12 seat but is built to carry more than 12 adults , a can of worn we may say Merry xmas but don't drive cheers

Welcome if laws were set in concrete we wouldn't need courts and my barrister son would be poor
