The place I mentioned before .....on arrival.....you sign a form....exempting them from any public liability....that might help

I think clean amentities, plus space around the sites. Myself to stay there, especially if it is close to Darwin, I would be looking at a month or long as I could bas myself there and head of to other places for a few days. Do you know if it will be dog friendly?

I'm not "au fait" with the economics of running a caravan park but I fail to see how a 12 site park, budget or not, could be viable, especially in the Top End where the business would be seasonal. For at least half the year the park would be empty but the expenses keep coming in.
